Download the apk file on a quest headset, use cx file explorer or Mobile vr station.  Mobile vr station is on the meta quest appstore, when you open it click these:

  Android fixes... configuration wizard

  Show all options

  Configure manage all files

 Open files all  

when you do all of that your menu should open then find the apk click install then open it.
